Eastern Regional Jail Overview
Eastern Regional Jail and Correctional Facility is operated by the West Virginia Division of Corrections and Rehabilitation. The official WVDCR facility page states that it serves Berkeley, Jefferson, and Morgan Counties in the eastern panhandle. It is not owned or run by the Morgan County Sheriff's Office, and it is not located in Morgan County.
The facility is the jail-custody destination to use for Morgan County roster, booking, visitation, and current custody references. WVDCR annual-report language describes Eastern's detention mission as holding pretrial felons, pretrial misdemeanants, sentenced felons, and sentenced misdemeanants for the three served counties. That means the public search is a regional jail search, not a Morgan-only database.
Eastern Regional Jail Population
Eastern Regional Jail population figures vary by source and date. The research found a FY2025 annual-report snippet listing rated population as 240. The 2021 PREA audit listed designated jail capacity as 568 and first-day audit population as 591 for Eastern Regional Jail, with a separate count for Martinsburg Correctional Center and Jail. Older annual reports list other population figures. These figures should not be merged into one current capacity claim.
Search Eastern Regional Jail Inmates
Current custody at Eastern Regional Jail is searched through the WVDCR Regional Jail offender search. The WVDCR jail search instructs users to enter at least the first three letters of the last name. The Daily Incarcerations page can also be used for Morgan County or institution-linked daily admissions context, but it is not a stable population total.
- Open the WVDCR regional jail search for current regional jail custody.
- Enter the last name with at least three letters, then add first name if needed.
- Complete CAPTCHA and review the WVDCR disclaimer before relying on the result.
- Confirm that the person is in Eastern Regional Jail if travel, visitation, or bond timing matters.
- Use the WVDCR prison locator if the person has moved into state prison, parole, or supervision.
Eastern Regional Jail Contact
Use the facility phone for current visitation scheduling, custody confirmation, and facility procedure questions. Use Morgan County offices for local sheriff records and court files. That split prevents a common error: asking the sheriff for a state jail roster or asking the jail for the official court disposition.

Eastern Regional Jail Visitation
Eastern Regional Jail visitation is scheduled by phone. The official visitation PDF says visits may be scheduled during normal business hours on Monday, Wednesday, or Friday from 9:00 a.m. to 3:00 p.m., and the visitor must call at least one day before the intended visit. The visitation numbers listed in the research are (304) 267-0045 and (304) 267-0048.
| Visit Day | Time Slots | Limit |

Each inmate is allowed one visit per week. A visit may include one adult and two children, or two adults. Accepted ID includes a driver's license, non-driver ID card, U.S. passport book or card, or U.S. military ID. A Social Security card, credit card, insurance card, or self-generated identification is not accepted as adult ID.
Eastern Jail Visitor Rules
Minor-child visitation has extra paperwork when a child visits with an immediate-family adult who is not the non-incarcerated parent or legal guardian. The official PDF includes a Juvenile Visitation Form and states one form is needed per child. The form includes child identity details, the inmate's name, permission language, signatures, and notary information.
The dress code and property rules are strict. Clothing must cover the body as required by the facility policy, and the PDF bars items such as weapons, tobacco products, cell phones, excess keys, handheld or pocketed personal items, purses, food, and drink. Strong odor of alcohol, contraband, or excessive perfume or cologne can also prevent a visit.
Eastern Jail Mail and Money
Official Eastern Regional Jail public pages inspected during research did not publish a facility-specific mail format, phone-call vendor, video vendor, commissary ordering procedure, tablet program, or money-deposit fee table. The WVDCR facility page links resource and visitation materials, but it does not name a current deposit vendor in the materials reviewed.
| Service | Official Detail Located |
|---|---|
| Mail address format | Not located in official Eastern Regional Jail sources reviewed. |
| Phone or video vendor | Not located in official Eastern Regional Jail sources reviewed. |
| Money deposit vendor | Not located in official Eastern Regional Jail sources reviewed. |
| Commissary fee schedule | Not located in official Eastern Regional Jail sources reviewed. |
Because vendor names and fees change, do not rely on unofficial deposit pages. Call Eastern Regional Jail before sending funds or mail when a current rule affects delivery, rejection, or fees.
Morgan County Jail Intake
A Morgan County arrest can reach Eastern Regional Jail after a deputy, officer, warrant, court commitment, or surrender. Booking records identity, custody basis, charges or holding authority, and property. The research did not locate an official public profile with exact live result fields because WVDCR tools require CAPTCHA, so exact booking-number formats should not be claimed.
Initial appearance and bond are court functions. Magistrates in Morgan County issue arrest and search warrants, hear misdemeanors, conduct preliminary felony examinations, and address release conditions. A court order, detainer, parole or probation hold, federal hold, or ICE hold can keep a person at Eastern Regional Jail even when one charge appears eligible for release.
Directions to Eastern Regional Jail
The official DCR direction from I-81 is to use exit 12 for Route 9, travel toward the Martinsburg and Charles Town area, cross the railroad tracks, move into the far left lane, turn left on Grapevine Road, and use the third driveway on the right for the facility parking lot. Visitors coming from Morgan County and Berkeley Springs usually travel east toward Martinsburg before connecting to the Route 9 and I-81 area.
Note: Confirm custody and visit approval before leaving Morgan County because visits are short and must be scheduled ahead.
Eastern Jail Programs and Reentry
WVDCR links an Eastern Regional Jail resource guide with statewide and local reentry, behavioral-health, substance-abuse, housing, employment, and crisis resources. Morgan County also has a separate Day Report Center in Berkeley Springs. The county page describes it as a treatment alternative to incarceration for appropriate nonviolent offenders whose substance abuse has led to legal involvement.
The Day Report Center is not a jail and should not be used for inmate lookup. It matters to the Morgan County inmate population because the county identifies it as a lower-cost alternative to Eastern Regional Jail incarceration for approved participants. The county page lists $1500 per month for incarceration at Eastern Regional Jail and $475 per month for Day Report Center treatment.
